本招標(biāo)項(xiàng)目2025年寄遞事業(yè)部郵政航空公司1架B737-800客機(jī)采購(gòu)項(xiàng)目【重新招標(biāo)】經(jīng)中國(guó)郵政集團(tuán)有限公司批準(zhǔn), 招標(biāo)人為中國(guó)郵政集團(tuán)有限公司, 招標(biāo)項(xiàng)目資金來源為企業(yè)自籌, 出資比例為100%。該項(xiàng)目已具備招標(biāo)條件, 現(xiàn)進(jìn)行公開招標(biāo)。本項(xiàng)目采用電子化招投標(biāo), 對(duì)采購(gòu)平臺(tái)上傳的電子版投標(biāo)文件進(jìn)行審查。

Procurement Project of One B737-800 Aircraft for the Postal Airlines Company of the Postal Delivery Division in 2025【Re bidding】 has been approved by China Post Group Corporation. The tenderee is China Post Group Corporation. The source of funds for the bidding project is self-raised by the enterprise, and the proportion of investment is 100%. The Project has met the bidding conditions and is now open for bidding. The Project adopts electronic tendering and bidding to review the electronic bid documents uploaded by the purchase platform.

3. 投標(biāo)人資格要求Qualification requirements for the bidder

3.1投標(biāo)人必須為來自中華人民共和國(guó)或與中華人民共和國(guó)有正常貿(mào)易往來的國(guó)家或地區(qū)的法人或其他組織(中華人民共和國(guó)關(guān)境內(nèi)的投標(biāo)人須具有有效的營(yíng)業(yè)執(zhí)照, 關(guān)境外的投標(biāo)人須具有有效的企業(yè)注冊(cè)所在地的公司注冊(cè)證明文件)。

3.1 The bidder must be a legal person or other organization from the People's Republic of China or a country or region that has normal trade relations with the People's Republic of China (the bidder within the territory of the People's Republic of China must have a valid business license, and the bidder from outside the territory of the People's Republic of China must have a valid company registration certificate in the place where the enterprise is registered.)

3.2投標(biāo)人須為飛機(jī)產(chǎn)權(quán)所有人或其指定的針對(duì)本項(xiàng)目的唯一代理商。投標(biāo)人須提供本次擬出售飛機(jī)的有效產(chǎn)權(quán)證明文件（可以追溯到飛機(jī)制造商），如為代理商投標(biāo)，投標(biāo)人須同時(shí)提交飛機(jī)產(chǎn)權(quán)所有人出具的針對(duì)本項(xiàng)目的唯一授權(quán)書。飛機(jī)產(chǎn)權(quán)所有人不得與其授權(quán)代理商同時(shí)參與本項(xiàng)目的投標(biāo)。

3.2 The bidder must be the aircraft property right owner or its designated sole agent for the Project. The bidder must provide the valid property right certificate of the aircraft to be sold (traceable to the aircraft manufacturer). If the bidder acts as an agent, the bidder must also submit the sole authorization letter issued by the aircraft property right owner for the Project. The aircraft property right owner shall not participate in the bid of the Project at the same time as his authorized agent.

3.3投標(biāo)人必須遵守國(guó)家相關(guān)法律、行政法規(guī)的規(guī)定, 具有良好的信譽(yù)和誠(chéng)實(shí)的商業(yè)道德。在“信用中國(guó)”(www.creditchina.gov.cn)列入失信被執(zhí)行人名單的供應(yīng)商（僅適用于中華人民共和國(guó)關(guān)境內(nèi)的投標(biāo)人）; 被中國(guó)郵政集團(tuán)有限公司列入黑名單且在有效期內(nèi)的供應(yīng)商, 均無資格參加本項(xiàng)目的采購(gòu)活動(dòng)。

3.4 The bidder must abide by relevant national laws and administrative regulations, and have good reputation and honest business ethics. The suppliers (only applicable to bidders within the territory of the People's Republic of China) listed in the list of discredited persons to be executed on the "Credit China" (www.creditchina.gov.cn) and the suppliers blacklisted by China Post Group Corporation and within the validity period are not eligible to participate in the procurement activities of the Project.

3.4 企業(yè)法定代表人為同一人或者存在控股、管理關(guān)系的不同投標(biāo)人, 不得同時(shí)參加本項(xiàng)目同一包的投標(biāo)。

3.5 If the legal representative of the company is the same person or different bidders with holding or management relationship, they shall not participate in the bid of the same package of the project at the same time.

3.5與郵政無投資關(guān)系且存在以下情況的, 不得參加采購(gòu)活動(dòng): 郵政領(lǐng)導(dǎo)人員及其親屬和其他特定關(guān)系人、郵政員工持股(限非上市公司), 以個(gè)人身份(組織委派的除外)擔(dān)任法人、董事長(zhǎng)、總經(jīng)理、監(jiān)事的企業(yè), 以及郵政所屬工會(huì)或員工集體出資成立的企業(yè)。

3.6 If the bidder has no investment relationship with China Post and the following circumstances exist, we shall not participate in the purchase activities: leaders and their relatives and other special related persons, postal employees holding shares (limited to non-listed companies), and enterprises acting as legal persons, chairmen, general managers and supervisors in their personal capacity (except those appointed by the organization) as well as postal trade unions or employees collectively funded enterprises.

3.6折算后的報(bào)價(jià)不得高于采購(gòu)限價(jià)為人民幣13305.45萬元人民幣，如投標(biāo)人采用美元報(bào)價(jià), 將按開標(biāo)當(dāng)日中國(guó)銀行總行首次發(fā)布的美元對(duì)人民幣的現(xiàn)匯賣出價(jià)折算成人民幣報(bào)價(jià)后參與價(jià)格評(píng)審。

3.6The converted bid price must not exceed the procurement limit of RMB 133,054,500. If the bidder submits a quotation in US dollars, it will be converted into RMB using the first published spot selling rate of the US dollar to RMB by the Bank of China on the bid opening day for the purpose of participating in the price evaluation.

3.7投標(biāo)人須通過寄遞事業(yè)部飛機(jī)預(yù)檢，投標(biāo)人必須將飛機(jī)歷史文件發(fā)送給業(yè)務(wù)部門進(jìn)行預(yù)檢查并積極配合飛機(jī)預(yù)檢工作，包括不限于提供飛機(jī)歷史文件記錄，飛機(jī)物理檢查，辦理進(jìn)場(chǎng)證件等工作。詳見附件B737-800飛機(jī)預(yù)檢方案。

3.7 The Tenderer must pre inspect the aircraft by sending it to the Business Unit. The bidder must send the aircraft historical documents to the business department for pre-inspection and actively cooperate with the pre-inspection work of the aircraft, including but not limited to providing records of aircraft history, conducting physical inspections of the aircraft, and handling entry permits. See Annex B737-800 Aircraft Pre-inspection Plan for details.

3.8本項(xiàng)目不接受聯(lián)合體投標(biāo), 不得轉(zhuǎn)包、分包。

3.8 Consortium bid is not accepted for the Project, and the subcontracting is not allowed.

3.9須滿足技術(shù)規(guī)范書“*”條款要求及附件招標(biāo)否決項(xiàng)清單中所有條款要求。

3.9 The requirements of clauses indicated with "*" in the technical specification and all clauses in the list of bidding rejection items in the annex shall be met.

4. 招標(biāo)文件的獲取Acquisition of bidding document

4.1 招標(biāo)文件獲取時(shí)間: 自2025年2月12日至2025年2月18日, 每日09:00至11:30, 13:00至17:00(北京時(shí)間24小時(shí)制, 下同)。

5. 投標(biāo)文件的遞交Submission of bid documents

5.1 遞交平臺(tái)、遞交時(shí)間、簽到。投標(biāo)文件遞交的截止時(shí)間為2025年3月12日09:00（北京時(shí)間）, 投標(biāo)人應(yīng)在截止時(shí)間前通過“中國(guó)郵政電子采購(gòu)與供應(yīng)平臺(tái)”(網(wǎng)址: https://cg.11185.cn)遞交加密的電子版投標(biāo)文件, 并在2025年3月12日08:30-09:00線上完成投標(biāo)文件“簽到”流程。

5.1 Submission platform, submission time and sign-in: The deadline for submission of bid documents is 09:00 on March 12, 2025 (Beijing Time). The bidder shall submit encrypted electronic bid documents through the "China Post E-Purchase and Supply Platform" (website: https://cg.11185.cn) before the deadline. The "sign-in" process of bid documents shall be completed online from 08:30 to 09:00 on March 12, 2025.

5.4 電子版投標(biāo)文件與紙質(zhì)版投標(biāo)文件內(nèi)容須相同。投標(biāo)人須嚴(yán)格按照招標(biāo)文件要求對(duì)投標(biāo)文件進(jìn)行蓋章、簽字, 并將簽字、蓋章完成后的紙質(zhì)版文件掃描成電子版后進(jìn)行電子簽章上傳電子采購(gòu)平臺(tái)(電子簽章后, 文檔不應(yīng)再修改, 否則簽章無效; 如需修改, 請(qǐng)修改后重新簽章)。

5.4 The contents of the electronic bid documents shall be the same as those of the paper version. The bidder must stamp and sign the bid documents in strict accordance with the requirements of the bidding documents, scan the paper version of the signed and stamped documents into an electronic version, and then upload the electronic signature and seal to the electronic purchase platform (after the electronic signature and seal, the document should not be modified, otherwise the signature and seal is invalid; if it needs to be modified, please sign and seal again after modification).

開標(biāo)時(shí)間：2025年3月12日上午09:00（北京時(shí)間）。投標(biāo)人需在開標(biāo)時(shí)間后盡快完成線上投標(biāo)文件的解密，并自行查看開標(biāo)結(jié)果。投標(biāo)人須自行考慮互聯(lián)網(wǎng)網(wǎng)絡(luò)及運(yùn)行環(huán)境不暢、介質(zhì)損壞等因素造成的風(fēng)險(xiǎn)。遞交投標(biāo)文件的設(shè)備需為投標(biāo)人自主可控的電腦終端設(shè)備，不得與其他投標(biāo)人使用同一臺(tái)電腦遞交投標(biāo)文件。
